WINONA, Minn. — A Rochester man, Dahlton Donald Krahn, 21, was arrested for driving drunk after being stopped for driving without headlights, police said. A breath test measured Krahn’s blood-alcohol content at 0.15% — above the 0.08% legal breakpoint for impairment. The arrest was at Third and Huff streets about 1:20 a.m.
