WINONA, Minn. – A troupe of musicians, circus performers and puppeteers calling itself the Flotsam River Circus is floating its way into Winona Friday. The troupe has been making its way up the Mississippi River for performances in river towns. In Winona it’s 7 p.m., Friday, at the Winona Arts Center, 228 East 5th Street.
