WINONA, Minn. — A defective elevator was found in the 49-unit Winona Arms apartments in Knopp Valley. The first report to the Fire Department, about 4:40 p.m., was that a person was stuck inside the elevator. Firefighters found the elevator empty but the door on the second floor was stuck. Maintenance was called.
