ST. PAUL, Minn. — Minnesota Attorney General Keith Ellison anounced that he will file a misdemeanor criminal charge against the Canadian pipeline company Enrbridge for taking water without a permit at the Clearbrook aquifer in northern Mjnnesota. Enbridge iresponded n a prepared statement that it hoped Ellison’s c \harge would be dismissed if the company agrees to comply with state water rules for a whole year.
