WINONA, Minn. – A Winona driver, Ethan John Navarro-Katz, 18, was arrested after police saw him cut off another car at Broadway and Huff Street with an abrupt turn. Police checked the concentration of alcohol in his blood. At 0.19%, it was almost 2-1/2 times higher than considered the threshold for impairment. This was about 6:45 p.m.
