WINONA, Minn. — A Mason City, Iowa, driver, James Arthur Lee, 60, was stopped in the wrong lane at Grand and Mark streets near the Canadian Pacific rail crossing. A breath test showed him border-line drunk with 0.8% blood-alcohol content, police said. He was booked for driving while intoxicated. The arrest was about 4:30 p.m.
