LACROSSE, Wis. –A steady line of thunderstorms poses the risk of flash-flooding across southern Minnesota and western Wisconsin, the National Weather Service said. Most vulnerable: Areas south and west of Winona. Expect as much as six inches of rain in localized areas, meteorologists said. More common: Three to four inches. Considering saturated ground in places from recent storms, creeks and rivers could rise quickly and flood low levels. There also could be damaging winds, large hail, and an isolated tornado.
