STOCKTON, Minn. – A foster mother, Jessica Hailee Devorak, 26, was arrested and charged with strangling a 16-year-old with whom, it was alleged, she had been having an eight-month sexual affair. Deputies made the arrest after a report that Devorak had pushed the victim into a wall, then strangled and slapped her. Devorak, whose home is Minnesota City, was charged with domestic assault by strangulation, two counts of domestic assault, two counts of third-degree criminal sexual conduct, and two counts of fourth-degree criminal sexual conduct. The arrest was about 7:15 p.m.
