WINONA, Minn. – Commuters on the Garvin Heights grade will need to find alternate routes for three weeks beginning Monday, September 13. Crews will be replacing five culverts on the route, County Road 44, between West Lake Boulevard and East Garvin Heights Road. The county Highway Department said the culverts are deteriorating and could collapse without the repairs.
