WINONA, Minn. – The Amtrak passenger rail service has such a shortage of coaches that the Empire Builder through Winona is sold out of seats most days. People heading back and forth to St. Paul are being turned away, the company confirmed. The Empire Builder, the only service to Winona, is fully booked by passengers heading east to Milwaukee and Chicago and west to Chicago and Portland. In the past Amtrak has hitched an extra coach to the train between Chicago and St. Paul, but there aren’t enough coaches to do this anymore due to losses to derailments  and maintenance. The Empire Builder is comprised of double-deck Superliner equipment that dates to 1975.
