GOODVIEW,  Minn – The 60-year-old water tower at the Winona-Goodview city line is being sandblasted inside and out. The six-week project also includes re-welding seams and a new exterior paint job. The project is a fascinating and eye-catching spectacle but with  a downside: Dave Schultz, public works director in Goodview, said that fluctuations can be expected in city water pressure from time to time.
