WEAVER, Minn. – Crews began replacing gravel on a four-mile unpaved stretch of State Highway 74 linking Weaver and Elba. The road, alongside Whitewater River swamps, had been deteriorating. The project will take at least a month, the state highway department said. Why not pave it? The road is not high enough a budget priority, the agency said.
