WINONA, Minn. — A resident in the 50 block of East Third Street downtown reported that someone had dumped over the grease barrel at the Miya Japanese Bistro. The vandalism apparently was overnight. Police were called about 10:50 a.m. The fire department was called in to assist with the spill.
