WINONA, Minn. – Police had a warrant for Sean Emmons, 37, of Winona, but they found more than just him to bring in. With him were heroin, meth and hypodermic needles, officers said. The arrest was about 1 p.m. in the 50 block of Walnut Street. Charges were recommended to the county attorney for possession of a controlled substance and the needles.
