WINONA, Minn. – Police lost patience with a couple who set up housekeeping-of-sorts on Latsch Island and didn’t move on, as instructed, for several days. A city ordinance allows camping only at designated places. Ticketed were Terry Dean Sylvester, age 58, and Tammi Dawn Brown, 62. It was believed they have no permanent address. Their camp was in woods near Dick’s Marina.
