WASHINGTON — The personal-finance website WalletHub rated the Minnesota capital, St. Paul, the 20th most secure in the nation. The survey examined quality of life issues like affordability, economic well-being, quality of education and health and life overall.  It also calculated in CoVid. A sampling with scores:
