WINONA, Minn. – A Winona man, Pal James Dobuol, 27, was arrested on an outstanding felony warrant stemming from a domestic assault complaint. Police said that Dobuol gave a false name when confronted. So they did what police do: They added a charge of obstructing the legal process. The assault incident had been at a residence near the Amtrak depot in the area of Mark and Lafayette streets. The arrest was about 5:45 p.m.
