MADISON, Wis. — Governor Tony Evers designated Milwaukee for a new $42 million youth prison. The prison would replace the troublcd 519-bed prison outside Irma in northern Wisconsin. The Legislature decided to close the prison after continuing allegations of guard-on-prisoner abuse.
