MADISON, Wis. — A federal appeals court overturned a lower court that had allowed a six-day extension for counting absentee ballots. The new extension came from a three-judge panel of the 7th U.S. Circuit Court of Appeals. Democrats had defended the extension as an accommodation for postal delays, so long as ballots arrived by November 3. A further appeal to the U.S. Supreme Court is possible.
