WINONA, Minn. – Vandals armed with black and silver paint sprayed two portable toilets, inside and out, on Latsch Island. Police said there was no decipherable political or social message – just meanness. The toilets, owned by Kimos, survived functionally and still flushed. Police were called about 2:10 p.m.
