WINONA, Minn. — The Winona Public Library will dial back its Phase 2 opening because the coronavirus situation has worsened. In-person computer appointments will not be taken. Library hotspots, however, can be used by people with their own devices.Curbside pick-up and print pick-up services will remain available.
