WINONA, Minn. – An ice storm predicted overnight failed to materialize in southeast Minnesota although there was heavy rain followed by temperatures dipping near freezing in places. Wednesday was sunny in the mid-40s. Rain and snow were predicted for Thursday evening from the weather station in LaCrosse but probably little or no snow accumulation.
