WINONA, Minn. — A Plainview man, Jose Luis Delgado Jr., 21, was cited after a complaint from MGM Liquor in a Far East End strip mall. Two bottles, one whisky and one vodka, had ben shoplifted, the store told police. The citation was about 6 p.m.
