WINONA, Minn. – A Winona man, James Allen Harper, 39, was arrested for drunken-driving after an officer pulled him over for a loud exhaust in the 850 block of West Broadway. This was about 3:10 a.m. A breath test measured his blood-alcohol content at .023%, the officer said. The max allowed for driving is 0.08%.
