WINONA, Minn. — Senator Jeremy Miller, R-Winona, has doubts about a Democrat bill in the Legislature to allow small-scale household marijuana cultivation and possessing 1-1/2 ounces ready to smoke. Miller said in an interview on radio station KWNO that the 173-page Democrat bill has a lot of moving parts for lawmakers to sort out.  “There are so many different pieces to that puzzle,” Miller said. “That’s why I believe it’s difficult to get done this session.” Miller allowed, though, that there might be a path to broaden the existing medical marijuana program.

Among ‘moving parts’

The House Democrat bill:

> Creates a regulatory structure focused on developing micro-businesses and a craft market.

> Expunges most cannabis convictions.

> Allows limited home cultivation.

> Requires testing and labeling of products.

> Restricts packaging based on dosage size.

> Funds public health awareness, youth access prevention, and addiction treatment.

>Provides grants, loans, technical assistance, and training for small businesses.

> Uses best practices from other states to account for negative externalities.
