WINONA, Minn. — The project to rebuild U.S.  Highway 14 on the shortcut over Stockton Hill will miss its mid-November completion target. State highway engineers have re-set the target to November 29. Meanwhile, barricades reman except for people people who live or have business on the summit near Quarry Hill Road and Pumpkin Road. But wait! There’s more! The new paving on the four-mile Winona-Stockton is only temporary. When the construction season resumes, the route will be barricaded again for permanent re-paving.
