WINONA, Minn. – A parent called police that her 8-year-old was badly scratched in an assault by a 9-year-old classmate at Jefferson Elementary School. The boy required stitches. Because of the boys’ ages, police opted not to file criminal charges. They left discipline to Principal Emily Cassellius. The incident was reported about 6:35 p.m.
