ROCHESTER, Minn. – There are unanswered about what happened at a Salvation Army warming center about 3 a.m., but as best as police can figure out: One man, for whatever reason, kicked a chair out from another man trying to sit down and then, after some heated words, smashed him in the face with a Mason jar. The assailant then walked out. A few blocks away police arrested Justin Milsap, 43, He was on foot near Second Street Southeast and Civic Center Drive. The victim, a 30-year-old, was taken to a nearby hospital with cuts above one eye.
