WINONA, Minn. – Snow began falling just before dawn, sometimes heavily. Forecasters said to expect 4 inches by 1 p.m. Then, they said, the precipitation will turn to drizzle. Schools were closed in Rochester and St. Charles , where the snow started earlier. Dover-Eyota classes opened two hours late.
