WINONA, Minn. – Gasoline prices have been rising slowly and steadily — a price creep unnoticed by many consumers. In Minnesota the price per gallon averages $3.03, up from $2.13 a year earlier. The Winona County average is slightly higher at $3.04.  The Wisconsin average statewide is $3.01. The national average: $3.17.
