WINONA, Minn. – Police busted a noisy college party in the 400 block of Wilson Street, a couple blocks west of Winona State University, and cited the hosts. Ticketed were Tyler Alexander Kelley, 20, of Savage, and Austin James Hicks, 19, of Winona. Police said they could hear the amped-up music 300 feet away. The bust was about 11:50 p.m.
