WINONA, Minn. – The state Transportation Department is arranging an open house with displays to explain the Mankato Avenue makeover on the East End and to take questions. The meeting: 4:30 to 6:40 p.m., Thursday, August 26, at the National Guard Armory, 1303 Homer Road. Questions need ti be submitted in advance: DOT. Construction is expected to be complete by the end of 2022. Finishing touches such as landscaping will be in 2023.
Construction zone
The projecftruns almost a mile on the Highway 43 route into town from Highway 61 to Sarnia Street, It passes Perkins restaurant, the hospital, the Target big-box store sand and entrances to the Walmart and Menards big boxes, and the growing East End retail district, and the Gilmore Creek lower-end outflow from Lake Winona. There will be four roundabouts.
> Highway 61/14 and Sugar Loaf View hotel entrance.
> Winona hospital and Riverbend Road.
> Parks Avenue Frontenac Avenue.
> Sarnia Street, Shive Road and Belleview Street.
Construction sequence
> Work adjacent to the main roadways and a portion of the box culvert replacement located just south of Sarnia Street at Gilmore Creek.
> One-lane traffic in each direction on Highway 61/14. Also work on the north side of Sarnia Street.
> Reconstructs a significant portion of the Highway 61 43 intersection. Also the eastbound lanes on Highway/14 61, East Lake Boulevard, the west side of Mankato Avenue from Sugar Loaf View to Frontenac Drive, and the east side of Mankato Avenue from Frontenac Drive to Belleview Street.
> Reconstructs the east side of Mankato Avenue from Sugar Loaf View to Frontenac Drive, the west side of Mankato Avenue from Frontenac Drive to Belleview Street and the south side of Sarnia Street.
> Minor work along the highways including median treatments and roundabout center island landscaping.
