WINONA, Minn. – a reward has been posted for whoever defaced the 170 block of West Third Street downtown. Graffiti was sprayed on Kwik Tip and the U.S. Marine Corps billboards and also a brick wall.  The reward was offered by the merchant-funded Crime Stoppers organization. It’s a mystery how the graffitist reached so high – up near the rooftops of a pair of two-story buildings. An acrobat perhaps? Reaching high with long handles atop a tall vehicle? Ladders? Also a mystery is whether the black-sprayed letters have a coherent message. Maybe just plain old punk vandalism.
