LACROSSE, Wis. – A fire that seriously damaged part of a downtown block last week probably was started accidentally by homeless people encamped in the alley, Fire Division Chief Steven Cash said. An investigation has concluded tentatively that combustibles were being burned to keep warm and got out of hand. The fire raced up the backside of row buildings on the even side of the 300 block 300 block of Pearl Street.
