WINONA, Minn. – Authorities have delayed criminal charges against the driver of a vehicle that struck and fatally injured a Winona woman walking across an East End street 2-1/2 weeks ago. The reason: The state crime lab hasn’t finished an evaluation of the driver’s blood for possible impairment factors. The driver, a 41-year-old Winona woman, told police at the accident that she was on medication. She also admitted to having had marijuana but how recently wasn’t clear, police said. The woman smelled of alcohol, police said, but a breath test showed a low a low 0.02%.
