ROCHESTER, Minn. –A Rochester man with nine previous felony burglary, theft and drug convictions has entered a plea agreement that, if the judge accepts it, could allow him to continue avoiding prison. Matthew Tlougan, 29, wants a second-degree burglary charge dismissed in exchange for a softer charge of first-degree criminal damage to property. If the deal is approved, Tlougan said he’s willing to make restitution for $20,000 damage he caused. The incident, in December 2020, was inside a vacant southeast Rochester house that was being renovated. The electrical wiring had been ripped out. There also was damage to copper plumbing. Tlougan was caught inside the house.
