WINONA, Minn. – Police Chief Tom Williams beefed up weekend patrols in anticipation of excessive behavior during the Winona State University homecoming. Sanctioned festivities begin Friday. The concern, however, is not the sanctioned activities but rowdyism and hooliganism in the Third Street bar district and at house parties that, with the warm weather, may spill into yards and streets in the campus neighborhood.
