WINONA, Minn. – Police began an investigation into an infant’s fractured arm. The 2-month-old had been taken to the Winona hospital emergency room with the injury about 3 p.m. The parents were there when police arrived. They were cooperative, police said. The injury, however, remained a mystery, police said.
