WINONA, Minn. – A Winona driver, Parke Phillip Stoltman, 29, was booked at the jail after officers smelled booze. Police said a field sobriety test showed his blood-alcohol content at .026% — triple the allowable max for driving. He was stopped after police were called to a disturbance involving a car in the commercial district at Vila Street and Gilmore Avenue. This was about 2:40 p.m.
