WINONA, Minn. –n A $500,000 upgrade of the west dock wall at the Winona Port will begin in the spring, said Lucy McMartin, the Port Authority’s director of community development. The upgrade will allow products to be both loaded and unloaded. McMart in said. Because the dock has been deteriorating, only loading has been possible. The funding came from the state bonding bill approved by the Legislature in October.
