WINONA, Minn. – A convicted sex offender checked in at the Winona Police Department about his status as a predatory offender. A quick records check found he that Henry Hilton Fredrickson, 23, hadn’t registered anywhere since March, despite a requirement of his release from prison. Police gave him a new home – at the county jail. His conviction was in 2018 in suburban Chaska southwest of Minneapolis for third-degree criminal sexual conduct.
