WINONA, Minn. – William Leo “Bill” Ritter, 86, of Winona, who spent 40 years with the Chicago & Northwestern Railroad, died at the Cottagewood Memory Care Facility in Rochester. He was a 1954 graduate of Cotter High School and attended Winona State University. He also served in the Minnesota Army National Guard.
