WINONA, Minn. — Robert J. Bollant, who was Winona city engineer and public works director for 32 years, died at age 85. He oversaw major projects, including the permanent dike project, a new wastewater treatment plant, and the dredging of East Lake Winona. Bollant also oversaw several departments including streets, sewer, water, airport, parks, the city garage, and engineering. He served as an elder at both Faith Assembly and Pleasant Valley churches.
