WINONA, Minn. – Just about every eatery in town is desperate for staff as the economy bustles with better-paying jobs. Gradually fast-food places have inched up pay, some to $13 an hour, other as high as $16. Still, staff vacancies persist. To ease the problem, the Chicago-based Cave chain that owns 60-some Burger Kings has cancelled breakfast service at some sites. How desperate is the situation? The upscale Signatures dining room and connected grill at the Bridges golf course has 11 vacancies.
