WINONA, Minn. – Even though the central circle of the Mankato Avenue roundabout at Highway 61 is functioning, motorists can expect a few more days of occasional delays. State Transportation Department spokesperson Mike Dougherty said crews have yet to complete the final layer of pavement. Through traffic on East Lake Boulevard and Sugar Loaf Road has re-opened and all business can be accessed through work zones. This’s week’s work includes installing drainage culverts near Sarnia Street. Crews also will continue working on water mains at Parks Avenue and Sarnia streets. Expect all the final details to be completed in November, Doherty said.
