WINONA, Minn. – A Rochester man, Matthew Jonathan Marquette, 29, was arrested and referred for fifth-degree possession of a controlled substance and disorderly conduct at the Menards superstore on the Far East End. Police had been called about 3 p.m. because of suspected of shoplifting.
