WINONA, Minn. – A downtown tag-and-tow was issued to facilitate snow removal. Vehicles must be parked parked on the even side of the street downtown between 12:01 a.m. and 6:30 a.m. Tuesday – or towed to a salvage yard. On Wednesday vehicles parked on the odd side of the street during that same time period will be towed. Parking in Municipal lot 1 is prohibited during the enforcement window Tuesday. So too in Wednesday for Lot 3.
