ROCHSTER, Minn.— Construction began on a solar energy project designed to supply electricity to about 300 homes served by People’s Energy Co-op. The solar array will be on six acres at 4613 70th Avenue Northeast in Haverhill Township. The array is expected to be operational this summer.
