WINONA Minn. – The worldwide dearth of computer chips that halted automobile production and left dealer lots empty is abating slowly.  In Winona the Chrysler dealer has 98 new vehicles in inventory. The Sugar Loaf Ford-Lincoln and Dahl GM-Toyota dealers still have more bare blacktop showing than new cars. Outlying Whitewater Chrysler in St. Charles and Fountain City Ford in Wisconsin remain short of cars.
