WINONA, Minn. –A Winona woman was charged with drunken driving after a traffic stop on the East Side at Second and Liberty streets. This was about 12:30 a.m. Police quoted Susan Lorraine Jirsa, 68, that she had consumed alcohol. Two blood-alcohol tests, one on site and one at the jailhouse, were 0.20% — 2-1/2 times the legal limit. The original stop was for ignoring a stop sign, police said.
